If anything more than 100 Watt hour, you can still get special permission from the airline to carry it. That being said, your AirPods batteries are miniscule. The total with case and the pods themselves come to roughly 600 mAh. Which is less than 100 times from the said above measurement. TLDR: Do not worry about it. You are perfectly fine for carrying an AirPods into any airplane; may it be domestic or international.
