• Yes AirPods can pair too non Apple devices! I am not sure about all other phone brands but I do know for a fact that they can connect to Samsung phones

• No. I hook mine to my laptop all of the time. It will work on anything with a bluetooth. The Siri functions will obviously be exclusive to Apple products.
