“Will these connect with and operate (as in touch assistive skip/play) the same way with an Android phone? I understand an Android does not have that special sound chip, but still highly interested in these for an Android.”

You can use the AirPods on an android but some things like you said will not work you have you go to setting and Bluetooth then open the airpod case and it will show up
