“I work in a offshore marine environment. We have internet but streaming is not allowed because of number of people using it. Can I take an airport express or base and hook my external drive to it and stream movies from it to my iPad?”

If I understand your question correctly, you want to stream to your iPad from an external drive connected to your base or this Airport express. As long as the files on the external drive are compatible with the iPad you should be able to do this without accessing the internet. The base unit does not have to reach out to the internet for you to access an external drive with movie files loaded on it.

Even if you use the Airport, it still has to connect to the Internet. Your best option is to download music to your device, when you are on shore, you can then playback later without an Internet connection,
