Yes, you can use the Apple TV4K on a non-4K television. However, If you aren't planning to upgrade to a 4K TV anytime soon, you can save yourself a little money by getting the "regular" Apple TV 4.

You can use the 4K model, you just won’t be able to use the highest resolution/quality modes. The device allows you to select from a large number of different levels from (e.g., 720, 1080, 4K). So it will work. That said, If you don’t have 4K tv, you could save a few dollars and buy the previous model.

Yes! You can use the ATV4K with any tv that has HDMI. Doesn’t need to be a 4K TV... you would be better off getting the non-4K version though! Save you some money. Unless you are planning to upgrade to a 4K TV in the next year, it’s not worth spending the extra for the 4K part that your TV can’t even use

Yes you can still use it, just won’t get the quality it was made for. If you do not plan on upgrading your TV anytime soon then I would just go with the regular Apple TV to save some money.
