Hello. I was wanting to know if the iPad was unlocked null

My IPad was unlocked and ready to set up I transferred everything from my old one to the new one with no problem

Yes, it presents just like when you buy a new ipad, starting from the "hello" screen. If you are referring to the packaging it came in a cardboard box between two cardboard pieces and plastic wrap to secure. I was able to look at the condition since i did instore pick up before i actually purchased.
