Yes my iPad came unlocked and can be set up on any US carrier. When you say set up a new carrier, it has choice AT&T T-Mobile Verizon, 1global alos, GigSky, RedteaGO, Ubigi.

This model is not cellular so unlocked is not a possibility

Yes it is unlocked - as my particular model does not have a cellular radio there is no SIM locking / unlocking.
