Yes you can and if you have a 4K Apple TV you can use the HomePod. If just the standard Apple TV the minis. They have to have the same name and be in the same room as the Apple TV.

I experimented with the same hookup to see how it worked. Was able to link it thru Apple tv. The sound ran through both the tv and the mini. Worked great. But I prefer to keep the mini in our kitchen, since we spend more time in that room. 

If you haven''t tried it yet, there are a number of 'how to' on Apple's website and bunch of YouTube videos as well.

Yes, it can. It can skip forward, rewind, or control the audio volume.
