“I have a Samsung TV with an attached Chromecast device and FireTV. Will I be able to cast my display (i.e. from a Chrome browser on the iPad) to my TV or one of these connected devices? (more than just YouTube casting is what I'm looking for) Thanks!”

If you use an Apple TV device you should be able to mirror (send) anything you see on your I-Pad on your TV screen. Make sure you have the Apple TV turned on in your I-Pad and mirror imaging also turned on.
