I Googled this answer because I wasn’t sure either. If you order WiFi only, like I had - you will have no problems setting up your iPad on your own. The WiFi + Unlocked means that you can add your own network for cellular service later to whichever cellular carrier of your choice instead of the ones listed, such as Verizon for example. The WiFi only will NOT allow you to add a carrier later if you decide to do so, however you can still use your WiFi, or a public one easily.
