A:AnswerIf you get the unit with a cellular option, you can and will have a phone number tied to the iPad. The WiFi only unit will not do sms texting but will do iMessage (which is an Apple only message protocol). So if everyone has apple devices, then yes you can send messages. Only over WiFi.
