Yes you can download offline maps and still get pretty accurate location and directions as the GPS capability does not require wifi or cellular . Both of them increase location sensitivity and if you are indoors give you additional location data. GPS signal can be lost especially in large cities in which case you will lose mapping and location sensitivity. I have used this while hiking and on trails with downloaded maps without wifi or cell service with quite good accuracy
Sorry, there was a problem. Please try again later.Yes it will and also adds a digital compass to the Ipad. If your needs require it as mine do this version of the Ipad is the only way to go. Running a hotspot to your Iphone does not provide accurate GPS or Compass bearings.
