If I chose WiFi as the carrier what does It mean? null

It means it does not have LTE capabilities, you can use it only with wi-fi and you wont have to pay a monthly fee for service, this is the option I would go, I would only use the hotspot on my phone and that way I don't have to pay yet another bill.

This means there is no cellular carrier with the iPad. It only will work online if there is a wireless network with which to connect.

It means that it will only work on WiFi, you will not be able to put a sim card in it and use it on a data plan.
