“If I go with Verizon with this order does that mean I would need to go to them to activate? Would they then need to give me a phone # which I don't want / or can I just go to the Apple store for them to activate just for WiFi?”

If you have Verizon iPad, you have to get internet with Verizon. They have unlocked versions of iPad for any wifi connection
