Yes you can. You just have to set up wifi calling on your iPhone and use the FaceTime app to make calls

Not sure about placing a call, but I have received calls on my new iPad 6 that were made to my iPhone 8.

You can place and receive calls on iPad models that have the WiFi +cellular option.
