The 279 price is for the iPad with the lower chip, a A8 or A9. I saw the display at the local store.

You have to sign a 2 year contract for cell service on the new iPad to get that low price. If you get a wifi only iPad exactly the same, you pay 329$ For the 32 GBversion. You need to read the description and terms of the deal. All consumers should read the description.
