“If I go with Verizon with this order does that mean I would need to go to them to activate? Would they then need to give me a phone # which I don't want / or can I just go to the Apple store for them to activate just for WiFi?”

• If you have Verizon iPad, you have to get internet with Verizon. They have unlocked versions of iPad for any wifi connection
