Considering you're not using it as a workhorse, the best bang for your buck would be the base model iPad, not the mini... not the pro. The base model provides 32GB of storage and honestly should be enough. You can use iCloud to store your original photos and really optimize the small drive space it provides. Just bought it for my wife and she loves it. 

You can likely use a phone as a hotspot and avoid setting up cellular on it, so just the wifi should suffice.
