Just connect your old one to a wi-fi, make a copy of it in settings via icloud or plug in to your computer and make a copy in itunes. Then when you activate your new ipad, you will be asked to enter your apple id (same as your old one) and restore all data and apps. The time of restoring depends on your wi-fi speed mostly.
