It doesn’t matter because it will update automatically to the current version. I got the iPad 2 weeks ago and am running IOS 13.5.1 now.

My iPad Air arrived with iPadOS 13.3.1 installed. I ordered mine from Best Buy’s warehouse around mid-May because my local stores didn’t have them in stock.
