My Mini 4 is only WiFi and I have the Dish Anywhere app ( I believe is the equivalent to Direct tv app) 
I’m able to watch live TV or shows I’ve recorded as long as I’m hooked to WiFi, or when I don’t have WiFi I can watch any recordings previously dowloaded.

Yes, the app will function on the tablet, but without an internet connection accessible using the WiFi, you will not be able to access any online content.
