“If I purchase and i pad with Cellular now do I need To activate it with a carrier at time of purchase. My son is 12 WiFi feature is good for him for now but later as he reaches HS he may want a cellular plan added.”

Yes if you buy an Unlocked IPAD with the wireless service you dont need to get any data service right now. Having said that you can always buy a Wifi version only which can be tethered to your phones Cellular data service. Unless you are traveling most schools and public places have WiFi nowadays negating the need for Cellular access.
