Bestbuy phones come with a flex locking policy, so they get locked to the first sim card you insert. So always insert the first sim card of the carrier you are, so that you can call the carrier provider to unlock. Usually, T-Mobile customer service is the best in the industry and they unlock the device immediately if you show the Best Buy payment receipt, whereas Verizon will unlock it automatically on the 60th day.
