Many of these devices are sold under a “flex lock” or “reseller flex” policy, meaning they appear unlocked at the time of purchase but automatically lock to the first carrier used during activation. Once locked in this way, the phone becomes subject to that carrier’s standard unlocking rules and eligibility requirements, even though the device was paid in full at Best Buy.
