Yes. If you want to get a second phone at the discounted price she will need to sign a contract too

If you want to add a line to your existing contract, you usually don't need a separate contract, she can be added to yours if you're credit qualifies you for additional lines. You need to call Verizon to find out.

You can add your wife but I'm sure you'll have to sign a new contract. Anytime I've made changes to my plan, they had me sign a new two year contract. Hope this helps.
