Not sure if it’ll help but in the past I experienced a similar problem. I shut the iPhone off and after rebooting it (turning back on) I called my own number (which the provider recognized me calling my own number) and then went through the setup options for voicemail as it always has been in past. Couple hours later my visual voicemail feature was up and running on my new iPhone.
