• You do not need to have service and it will connect to WiFi just fine. I have done this with all of my kids “phones”

• You should be able to use it as a WiFi only device. You may want to consider an iPad instead.

• I bought for granddaughter until parents want her to have phone connectivity it can just be for wifi

• You can use it as wifi only but you might experience some limitations on phone calls and where you can use it ( wifi access)

• Yes, but you need to purchase fully unlocked at full price.
