• I believe you have to choose the carrier so that they can set the prices and billing but I do know you can go and exchange if needed to get a different company

• No. They cant pre order unless you go through a carrier. But after Sept 21 launch, you can purchase in store a device... I already asked. And yes, best buy can sell phones that are unlocked, but at full cost of course. Just have to wait till Sept 21.
