Is this the smallest MacBook Air? null

Actually there is not a lot of difference in actual physical size between the old 11.6 and new 13" Retina display because of reduced bezels or rims around the screen in the new one.

Yes. With a 13.3” screen anyway. They used to make an 11” one that I believe was discontinued a while ago.
