Hi,

OS is short for Operating System, it's the name for the software that runs the computer. 

Sierra and High Sierra are names for major major versions of the Mac Operating System. Since the 10th version of the Mac operating system (nicknamed OSx) each new version of Mac Operating System software has been 10.xx - Sierra was 10.12, High Sierra was 10.13 and now Mojave, the most recent Mac OS is 10.14 - each operating system enhances the security and performance of the computer and some add new functions or gadgets. 

Since 10.9 Apple no longer charges customers to upgrade the operating system so each new release can be downloaded and installed for free as long as your computer meets the requirements to run it.
