Yes, in fact VMWare Fusion 13 is now free and supports Apple Silicon and they make it super easy to download the ARM version of Windows 11 too. All you need to do is buy a serial number (quick tip: After making the VM, before booting it up, resize the disk in VMWare, you can then format it to the resized value otherwise it's a real pain)
