If all of the above fail, it’s usually one of these:

Internal battery failure in the pencil
Digitizer communication failure
Hardware defect in Pencil (very common when it “connects but does nothing”)

At that point:
✔️ Pencil replacement is usually required
✔️ iPad is almost certainly fine if touch works normally

My daughter had the same issue when she got an Apple Pencil. We learned that the pencil she first purchased was not set up for older I-pads. You might want to ask about the compatibility between the Apple pencil she has and the I-pad she is trying to use it on.
