• As a regular stylus, yes. To get all the features, unfortunately that would be no. There are not any smart styluses that work with iPhone in any shape or form. The HP might have one available depending on the model but the Apple Pencil is not the correct one for it. This device is meant exclusively for iPad, specifically Air and Pro that were released from 2018 onwards

• No. It can only be used with the iPad Pro 3rd generation devices (either the 11 inch or 12.9 inch). It won’t even work as a stylus for any other device.
