Why does my 9 gen ipad not work with the apple pencil null

It can only connect with an usb cord. The I pad 10th gen charger is the cord you use to plug into your Ipad and apple pencil which causes it to connect .

You can only use the Apple Pen 2nd Generation with an iPad Pro.
