When making payments on a cell phone you get the phone during the contract in which payments will be decided by credit history. Normal cellular company’s do a medium soft credit check. Depending on that you may have to put down a down payment. Each carrier does differ. But yes. You get the phone during payments.

Yes you would get the phone to use will making payments. You will make the monthly payments to the carrier you choose service with.
