That is exactly what we use it for. Connected to WiFi we used it as a camera, and to play games. You can remove all the apps you do not want.

Sorry, there was a problem. Please try again later.Yes, you could just purchase the phone and not purchase a cellular plan. Then the phone will only work on wifi for playing games and connecting to the internet. My 15 year old child uses this phone for playing games.
