• Yes. The device can work without an active cellular service. As long as you can connect to wifi you're good.

• Without cellular service, you will not be able to send or receive calls and texts other than possibly calls to 911. You will also not be able to access the Internet when you do not have a Wi-Fi connection. There is really no point in having a cell phone if you do not plan to have cellular service.
