Absolutely. I am using it to connect Thunderbolt 1 and 2 devices to my Thunderbolt 3 AIC in my PC.

It should, but only if your computer has a Thunderbolt port. On most computers, this port will be labeled with a little lightning bolt icon. Not a lot of non-Apple computers have Thunderbolt ports. Most will have Mini-DisplayPort, which uses the same physical port as Thunderbolt, but will not work with this adapter.
