No, you need a mini-display port cable, instead. It has the same physical connector but transmits an entirely different signal. You would need an adapter that converts USB-C to mini-display port, too. See if that monitor supports mini-display port in the first place. PC’s do not support Thunderbolt. Apple uses USB-C connectors to transmit Thunderbolt 3 signals but this is solely for their products.
