You have to have this connected through Wi-Fi or ethernet. So if your phone has hot spot you could use it with that, but I wouldn't recommend it because it will use your data very fast.

Wireless to a hotspot should technically work, but you are going to hit your data cap fairly quickly when you start to stream, and you are dependent on available cellular bandwidth.
