Yes, you have to have the internet for the Apple Tv to stream. I had a client want to do something similar. My advice would be to make your iPad a personal Hotspot by turning that feature on (System menu > Personal Hotspot). There you will find the direction to connecting other devices to your iPad's wireless internet, along with password. Find the Network menu on your Apple Tv and have it search wifi to connect to your iPads WiFi ID. then your Apple Tv will operate as intended and allow you to still your your iPad for other things like checking emails, etc. T

You can mirror you iPad to the Apple TV and watch the content you have there, So basically Netflix, Hulu and other online services won't work. But since you have a GPS iPad, that should work fine.

If I remember the setup correctly, one of the very first things AppleTV needs you to setup is wifi/ethernet for internet. Next, the initial setup requires you to sign into Apple ID which the box verifies with Apple servers. Without setting up Apple ID, I am not sure you will be able to see your AppleTV as a streaming option on your iPad.
