• Yes, it will upscale. You can also set it to match frame rate and dynamic range regardless of the subscription service.

• Depends on your streaming service and plan with. Netflix charges more for 4k but is “mostly” worth the $ for 4k HD quality. Amazon most new stuff is 4k likewise with Disney. As far as Hulu, I do not know.
