If a Watch is GPS+Cellular, then it has the hardware inside to make a cell phone call by itself. Since carriers usually charge $10 a month for such a service (in addition to your normal service).... you can buy a Cellular model but not activate it. That gives you two advantages. 1) If you change your mind down the road and decide you want that feature and you are willing to pay for the service (or the carriers ever make it free)... then you are ready to go. 2) This is actually a big one... if you have the hardware but you don't pay extra for the service... the capability is still there. You can't make a phone call to Grandma, but if you have a true emergency, you can make an SOS emergency phone call from the Watch. One final fact which you may not know... a non-Cellular Watch can make a cell phone call... if your iPhone is close enough for the Watch to connect to it and then use the hardware in the phone to connect. So if you had the Watch on and your iPhone on the seat of your car and you got in an accident and the iPhone went flying somewhere in the car and you were pinned inside... you could use your Watch to call for help. It has happened. But that only works if the iPhone is nearby... otherwise you would have to have the cell model of the Watch.
