“If I have an iPad 10th Generation, do I need to also have an iPhone in order to gather all the information from this watch? I would like to purchase the watch before the iPhone if it's possible to use the iPad as the downloading device.”

It only pairs and work with newer iPhones. I believe iPhone 8 or newer depending on the Apple Watch year model.
