• No, unless you purchase it from a wireless carrier and your watch has it own phone number .

• You can! If you make sure to get the watch with cellular rather than the one labeled GPS. You'll have to pay a small additional cost to your mobile carrier but I've heard that using the watch to make calls is convenient.
