I can text anytime. I can’t answer calls. I really didn’t want to answer calls with the watch. I can text and that works great.

I have the old series one Apple Watch. I can answer my phone, I can speak through to the person on the other end, I can read texts, and I can answer them using the little tiny scribble pad, or using the little microphone to dictate, though as stated earlier by someone else, you cannot correct misspellings, it just sends as is. Granted, my phone does need to be within about 50ft to do this. But if in a store, I don’t have to dig my ringing phone out of my purse. Mine is an old phone, no extra cost, so with the new version I would imagine you can do all that even better. If you want to pay $10 extra more a month on your cell phone bill, and the higher purchase price for the cellular version, then you can do all of that without having your phone at all.

Yes you can answer your phone and talk without cellular. and you can text but it is difficult as the keypad is small but you can voice text which is simple but causes misspelled words, lol.

Yes you can answer the call, and texting you can reply through talk text on the watch.

You can answer a call while it is connected via Bluetooth to your phone. Your phone would need to be in range.
