As long as you are connected to your phone via Bluetooth or wifi, it alerts you. I have forgotten my phone at home before and still get messages at work because it is connected to a trusted wifi. It's quite helpful.

Please try again later.as long as you’re within 300 feet of your phone you will still get calls and texts. you can ever answer the call and talk from your apple watch. the difference in cellular and gps is that the cellular one you can get calls and texts no matter how far away you’re phone is, but it cost extra for the cellular watch and you have to put it on your phone plan and pay monthly as well

That has been my experience. Another cool thing is that you can hear Siri talk to you on this watch. (Apple watch series 3 with GPS)
