• You can respond on wifi or data. It always has to be connected via Bluetooth to respond on calls or texts. On the newest I watched you have to pay for the cell capability but it's optional. I would recommend you save money and go without it

• Considering you are asking this about the GPS version of the watch, not the GPS + LTE, I would say that you can do the things on it that you can normally do on any Apple Watch. There is no plan to pay for.

• You don’t need a plan to answer/make calls or to send/receive text messages. Bluetooth or WiFi will work fine.
