Yes you can buy in the store for att and they will connect to your phone number.

It doesn’t matter who or where you purchase it from, whether it’s Apple, Best Buy, AT&T, or any other business that carries the watches. Once you purchase your watch you simply follow the instructions via the watch app (or you can call customer service) to add the LTE service to your existing AT&T wireless account.

I don’t know if the problems have been straightened out, but AT&T houses a lot of its data centers in Texas, and due to the recent weather issues many people have had problems activating their LTE watches. Some have taken up to 3-days to get there LTE watch working/activated. You may want to contact AT&T and ask if those problems still exist before purchasing an LTE watch.
