Yes, the Apple Watch Series 3 with GPS does not have the option to make calls similar to the cellular version.

GPS allows you to use your watch as a stand alone phone even when your paired iPhone or a WiFi network is not close to you.

The only difference between the GPS vs GPS + Cellular is the ability make a cell phone cal from the watch without need of an iPhone(this also requires a $10-$15 charge from your carrier). The Apple Watch will allow you to track fitness goals, weather, access Siri, manage a wide range of notifications.
